Youtube should have an editting system that allows you to create vide sequences and insert others' videos, images, etc. into that sequence. As well as a system for raw footage that lets you set a uniform price per second per view for that raw footage. Then compensate creators by that price regardless of who uses it in their sequences. And the way you "pay" to watch any video (editted sequence) is either by paying directly, or by earning credit by watching ads.
