Earlier this year, the Chhattisgarh government slapped penalties on nine coal power plants, including the Adani-owned plant, for environmental violations caused by transportation of coal along the road network.
The penalties were imposed following an order by the National Green Tribunal, which had asked the state government to determine and recover environmental compensation for past violations by various project proponents. Penalties were also determined for construction of roads damaged by coal transportation. The Adani-owned power project was amongst the firms that appealed against the penalties in the high court of Chhattisgarh.
Meanwhile, the green tribunal called Raigarh Energy Generation Limited and other power projects as respondents in the case pending before it and sought responses from them. The tribunal is yet to hear the case.

Avay Shukla worked over three and a half decades in the IAS and much of that career time span was spent happily in his allotted state – Himachal Pradesh. Allegations that the Adani Group overcharged itself for coal imported into India through an intermediary have been bouncing around for years. Recent media reports have added fuel to the fire. When an opposition MP asked the Indian government whether consumers of power had been overcharged, and whether India had suffered a loss of foreign exchange, the government ducked.
Instead of addressing the issue, the minister for power hid behind a wall of irrelevant statistics. The opposition MP believes the Modi government has been ‘indulgent’ towards the Adani Group and its coal imports.

On 31 August 2023, the Organised Crime and Corruption Reporting Project (hashtag#OCCRP), a global network of investigative journalists, published a report suggesting that the promoters of the hashtag#AdaniGroup used several shell companies in tax havens that were owned by individuals associated with the Group to first, park the proceeds of over-invoicing imports to India in overseas tax havens and, then, invest the funds in the hashtag#IndianStockMarket.
The disclosures were highlighted in the international media, including in two UK-based publications, the Guardian and the Financial Times, that published detailed articles on the disclosures.
While the Adani Group denied the allegations, the documents that were described by OCCRP journalists Anand Mangnale, Ravi Nair and N B R Arcadio, and which are published in hashtag#AdaniWatch for the first time, tell a different story altogether.
