For context: when your brain is losing blood you start to lose the ability to think clearly/form speech. When you're in that much physical distress, something as simple as forming any new thoughts to make into words is too much. I was in a similar situation (all the blood went out of my head and pooled into my feet, also I'm fine now) and the only thing I could get out was "I need to lie down" despite the fact that saying something like "I feel like I'm dying" would have helped me more. Owen got out "Come in, turn on the lights" which was likely his way of asking for help the only way he could. "Come in, turn on the lights" if followed would have informed anyone entering he was in trouble, but the staff didn't turn on the lights.
This is also probably why the phone kept getting knocked off the hook. He was trying to get help and knew the only thing he was strong enough to do with so little blood was get the phone off the line. When you lose that much blood, you can barely even crawl, let alone get up and call for help. He knew they'd come back up if he knocked the phone, and it worked, but unfortunately it was too late. For someone who lost so much blood, he tried as hard as he could to survive, even if it doesn't make sense to someone who has never experienced that before.
Also the head in the hands thing: if you lose a lot of blood, it will make you extremely nauseous and/or dizzy. A common thing that I did when this happened to me was I would hold my head in my hands and curl up as much as I could. He was likely experiencing the same thing. He was trying to survive despite the dire circumstances. He was even found near the door. The guy was doing everything he could to get help, but the hotel staff just didn't realize what they came upon until it was too late :(
*TL;DR:* Owen's odd behavior is explained by the physical consequences of losing a lot of blood. For someone missing that much blood, he tried everything he was capable of to get help. Even when his attempts failed, he continued to try. Poor guy
