This is a neat idea but I think what its missing that papers please did well was that it felt bad to send people away. These people can't see their friend in some apartment or something - so what, why would I care when the alternative is you're trying to kill me? Papers please made you want to let everyone in, while being unable to do so and still make profit. This game you play by the rules the whole time and everything else is a mistake.
