It was figured out long ago that in order to keep slaves, for the long term you would 1st need to make the slave WANT to be a slave. The physical iron chains of oppression and slavery were shed and "freedom" given. Only to have the former slave adorn the mental and financial chains of slavery through government dependence. This is done with "government assistance" in what we know as free housing, food stamps, cash assistance, etc. Keep the poor, poor and dependent on the government and they will fight (even to the death in some cases) to keep these mental and financial chains on. Slavery did not end, it just evolved, and in a twist of irony began to include ALL races in its grip.
