In my opinion a good villain is:
1. Intelligent; Makes strategic moves instead of actions driven by emotions.
2. Understandable; You may not accept their crimes or agree with their methods, but you understand the reasoning behind it.
3. Charming; They're evil/bad but you just can't hate them.

POV:
She hums softly as she walks through the double doors out of her work building. The sound of cars driving on the street, and the scent of a nearby food truck filling the air.
“Hey,” a voice says, jolting her from her thoughts. Her head snaps over and she sees the hero, her ex.
“Hey,” she greets softly. Instinctively, she tugs her arms closer as he approaches.
“Can we.. talk?” He asks.
“No, sorry, I-.” She begins.
“Just real fast, it won’t take anytime at all.” He interrupts. She blinks at him.
“You heard her.” A voice says, sending a chill up her spine. Her breath hitches at his voice. His voice was deep, husky, authoritative. An arm snakes around her waist, tugging her to his chest.
“What the hell?” The hero asks, horrified as he looks between the two.
“I made you choose between the city and her.” The villain says, as he brushes his thumb across her hip. She swallows, trying not to flush or tremble from the soft caress.
“That doesn’t mean you can have her, damnit.” The hero seethes. His eyes darkening with anger.
“You chose. You chose the city every time, remember?” The villain reminds him.
“I wouldn’t of had to choose if it weren’t for you,” the hero snarls stepping closer.
She flinches at his tone and the step forward. The villain stops, seeing her reaction but the hero continues.
“If you hadn’t taken her from me-,” the hero starts.
“Shut up,” the villain snarls at him. The villain moves her behind him, placing himself between the hero and her. “I had to save her from the others. When you. Didn’t.”
“That- I had to. The city comes first.” The hero says.
“No, you’re wrong.” The villain was practically shaking with anger. She had flinched from the hero, the protector of the city. And people thought he was a bad guy?
“Leave, hero.” The villain orders, his jaw clenching.
The hero glares at him.
“Leave.” The villain says, his hand moves to the gun strapped to his hip. “Now.”
The hero stops and scoffs.
“Whatever,” he snaps as he turns and walks off. She and the villain watch him leave, watch him disappear.
The villain turns to her, his face softening instantly as he sees her eyes welling with tears.
“Darling,” he murmurs, his gloved right hand cupping her cheek. A tear slides down her cheek and he carefully brushes it aside with his thumb.
“You’re safe with me.” He consoles her. “I will never let anything or anyone hurt you again.”
She trembles, looking away from him.
“Look at me,” he whispers. Her eyes flick to his, he looks at her with absolute adoration and love. He was so in love with her. The way she smiled, a single single showing. The way she laughed. The way she whimpered when he caressed her skin.
“I promise you, no one is going to hurt you.” He whispers as he presses a kiss to her forehead. “Now let’s get you home.”

She woke up in the middle of the night, the bed beside her void of warmth. The disappointment that coursed within her was enough to make her frustrated. The man was growing on her faster than she had thought. Sitting straighter, she rested her back against the headboard and almost gasped when she saw a figure in the balcony, smoke clouding around him, as if he was just a shadow wrenched from the life, wandering in the dark night.
She turned on the lights, noticing the instant rigidness of his broad shoulders.
Her head cocked to the side in surprise when she spotted the burning cigarette that sat between his first two fingers.
"I didn't know you smoke." She broke the deafening silence, folding her knees underneath her before bringing the duvet to cover her bare legs. She was still dressed in formal clothes, she needs to change soon. The bra was starting to suffocate her.
He sighed, leaning in against the wooden banister.
"You don't know a lot about me."
She felt a humorless smile come over her face. "True."
He turned around, his hands bracing the wooden banister as he leaned his torso against the edge and propped a foot on the concrete base, bringing the cigarette back to his mouth to drag the toxins in.
"Well, you did say you don't drink."
"That doesn't equate to not smoking." He shrugged, blowing out the ripples of grey smoke.
She nodded, picking on the threads of the duvet, indulging her attention somewhere else instead of him. "What more bad habits do you have?" She questioned, her tone of mere curiosity.
He breathed out a chuckle, tapping the burning tip of the cigarette on the wood to get rid of the ashes clinging to it. "Wanting forbidden things."
Her eyes shot up to look at him. He had his gaze on the floor, but his attention was somewhere else.
"Why? Because you can't have them?" She asked, her voice a soft timbre against the harsh winds blowing through the open windows.
He looked up at her from underneath his long eyelashes, his grey eyes darker than usual. With a slow smile, he shook his head. "Because I would do anything to have them." He answered.

“I told you to leave me alone,” she hissed, gathering her skirts and turning her face on him. He chuckled, shaking his head once before pursuing her.
“Why should I?” he asked, grabbing her wrist and forcing her to turn around. His dark hair fell into his eyes, his dress jacket missing for some reason unknown to her. He looked in her eyes, the dark brown turning black in the setting of the sun. One final ray of sun hit his face, before sinking back down the mountains and disappearing. The sight knocked the air out of her lungs, before she took a forceful breath and ripped her arm out of his grip.
“Because you are you, and I am me. You shouldn’t be here in the first place,” she stepped towards him, her face a bare breath away from his.
“And who am I?” he asked, a small smile playing at his lips. She blinked once, trying to speak. She could smell his breath; it smelt of sweet wine and large mistakes.
“You are my opposition, my enemy… you are evil, you are wrong,” she panted, struggling to breath. She took a shaky step back, trying to hide her flustered expression with a well deserved frown. It wasn’t as if he was innocent, or caring, or anything a good person should be. He was just handsome, and incredibly charming.
“I’m not denying it, my dear,” he ran a hand up her arm slowly. “But what if I didn’t care?”
His voice was quiet, and soft. She felt tremours run up her spine, and turned to leave. She had to get out of there, and she would run if she had to. He grabbed her once again, spinning her towards him.
“What if I didn’t care?” he asked again, his voice barely above a whisper. She forced her gaze away from his face, away from the sight of his gentle eyes and soft lips. She gave no response, instead finally leaving. Her steps were hurried, her dress flowed silkily behind her. He stood and watched her leave, chuckling in disbelief and shaking his head.
He was everything that was wrong with her country, yet as the princess adjusted her tiara, she found herself yearning to see him again as she left him in her dust.
