The best tip I have heard regarding Ö & Ü as a foreigner learning german language ( and I heard many) is:
For Ö, try to pronounce looooong german E nonstop, keep your mouth open while doing that, then roll your lips, keep pronouncing german E while lips rolled, now you get Ö
