Rule 1: Lose Bodyfat
I always look more muscular, and aesthetic when I'm lean vs. heavier. Bigger arms mean nothing if they lack definition.
When you're lean, all your muscles pop, and the arms especially look good in a shirt when you have veins and definition. If you want to look good, get to a low bodyfat first, and slowly add calories to grow muscle.

Some more tips I consistently use:
1. Wear v-necks. They tend to make your chest appear larger/wider.
2. Wear smaller t-shirts. I'm 5'11 and used to wear Medium clothing but I started buying Small recently. The fact that the shirt sticks to you instead of hanging loose brings out your muscles.
3. If you're going to buy a smaller shirt, buy one that stretches. These tend to be wider toward the top, making your chest appear larger, and more narrow toward the bottom, giving your body the V-shape that everyone wants. Express has some really good collared shirts that are like this; look for Stretch Pique polos.
4. If your shirt is long, tuck the front into your belt just a bit. This similarly gives your body the v-shape, and it's a nice way to show off if you have a cool belt. Also goes back to what Brett was saying about having a starting and stopping point... showing off the belt gives your shirt a clear stopping point and your pants a clear beginning point.
Last but not least, go to the gym before going out. The post-gym pump will make somewhat of a difference lol
