My interpretation is that the dude on the left is still actively trying to figure out the minimum time one has to wait before making jokes about something that „just happened“. He seems to have told that joke many times to different people about their daughters and the youngest age where it was okay to joke about was 17.99 years. This specific test was inconclusive because 4 years is too soon to joke about, so he didn’t find a new minimum.

Ok I think I got it for anyone who wants to read my interpretation:

We are currently exactly 4 years after the "planes incidient" happened, as well as 4 years after the daughter was born.

The joke is that the pedoscientist got the numbers mixed up and people actually started joking about the incident after 4 years but it was 17 years, 11.99 months and 37 seconds when the other thing was supposed to become possible...

So the death of the kid when she was 4 was a tragedy.. the guy waited 18 years on the dot to make a sexual joke because that time was the age was the age of consent, but since she died at 4 years old she will forever be 4, and that time frame wasn't enough to laugh at the joke (while the joke was still a poor taste joke, obviously)

This bit trait makes you think, I love it.
