I think the age should be from 28 or so. Because it's the time where one gets complete maturity and can understand things in a broader view. People in their thirties, will have established opinions on many aspects even though they are matured. This may sometimes affect the decision making process.
But at the end of the day not everyone has the same life experiences and opinions. So a person can be a civil servant in their early 30's or early 40's.

No they Shouldn't, Not everyone comes from a good financial background through which they can start the Preparation at an early age and many have responsibilities at a very young age so they go towards Lower rank jobs after that with the job they prepare for UPSC so with all this a person gets to a age of 30-35
