According to RIPEAM, Rule 6 determines that every vessel must sail at a safe speed — allowing effective maneuvers to avoid collisions or ramming, ensuring that it can be stopped at a distance appropriate to the conditions at the time.
But what does this mean in practice?
To determine a safe speed, the captain must consider several factors:
First, the level of visibility. In fog or heavy rain, it is necessary to reduce speed.
Second, the density of traffic. In busy areas or with a concentration of boats, caution must be redoubled.
Third, the vessel's maneuverability, including the distance required to stop and its turning conditions.
In addition, at night, coastal lights or reflections can interfere with vision.
It is also crucial to assess the wind, sea and current conditions, as well as the proximity of obstacles. Finally, the available depth should always be compared with the draft of the vessel.
