Its a delay circuit, but with the chosen component values, maybe putting a direct switch would have been easier and less time wasting. For seeing the chasing in action we have to chase the video frame.

По сути он с помощью кнопки использует транзистор как кнопку , заставляя базу закрываться и открываться с небольшой задержкой с помощью rc цепи
