I could see this going one of 2 ways. I think there is some kind of rule where angels can not interfere in the matters of mortals.
1.If that's true then I think while Goku may master UI he would ultimately decline an offer to become an angel since he is all about protecting innocent life especially his friends and family.
2. At the same time they have set it up to where goku will be training Uub later on in the series and I think he is training with Broly rn. So he may become an angel if he finds more fulfillment in the thrill of teaching than the thrill of battle. They could even do a montage of how Goku appreciates all the people who trained him like Grandpa Gohan, Roshi, King Kai, Whis, ect. And how things have come full circle he is retiring from fighting and is now a full blown sensie training other fighters to protect Earth in his place. Which now that I typed it out I actually like that idea much better.

I personally like it just because when you really think about it, it does make a lot of sense with what was said to both Goku and Vegeta before.
Goku doesn’t have the heart to destroy.
Where he can maintain order and make sure everything is going the way it should and destroy if needed, Vegeta has the mindset and anger for it if that makes any sense.
Not to mention, Goku learned ultra instinct before Vegeta even knew what ultra ego was, that right there says enough in my opinion
