The mysterious laugh is Charles Martinet's laugh played at original speed. It’s used for Boo’s laugh when it’s sped up, and Bowser’s laugh when slowed down. I don’t know why it plays in game as is, but it could either be an Easter egg or a loading issue

This is quite mysterious. Perhaps it’s a laugh that belongs to the owner of the mansion, perhaps a demonic, sinister being that Mario has never seen in the flesh. Or perhaps it belongs to a different ghost species different to the Boos.

it’s actually charles martinet’s laugh aka the voice actor for Mario, Luigi, Wario, etc anyways the laugh sped up is used for boos and the laugh sped down is used for bowser and why they put it at the original speed idk it was prob some easter egg or glitch

It’s not an Easter egg or a secret laugh, just another example of Mario 64 being weird. The “secret laugh” only plays when you first enter the mansion because the game is playing the regular laugh but is also lagging because it’s loading the interior of the mansion. The lag slows down the laugh and it plays like that instead.
