This question depends on how you view strongest family. If you view it by individuals, yes it will be the Monkees, but if you view it at by the family as hole i would. I say it is big mom's family they have quantity and quite strong members in those quantities.

I think the Figarland family is stronger. Shamrock is most likely stronger than Shanks as it creates more narrative tension if the evil brother is the strongest, so that’s 2 yonko level people along with Garling who I think is stronger than Dragon as they will probably fight, and again, it creates more narrative tension if the bad guy is stronger. As for Garp and Luffy, prime Garp is incredibly strong but he’s too old to keep up with someone like Shanks now and Luffy isn’t quite on Shanks’ level either. He probably will be post Elbaph though.

And on top of the three we know of in the Figarland family, you could (potentially) add Bonney to that list. I say this because a while ago in an SBS Oda drew Bonney gender swapped and a lot of people pointed out that she looks like shanks, AND in Kuma's backstory Giny is is captured and given to a world noble that 'had his eye on her' so with the reveal of Shamrock it could be possible that Figarland Shamrock is the world noble that had their eye on Giny. Which would mean that Bonnie is also a Figarland.
