The reason there is a move on Kharkiv is to force Ukranian artillery away from attacks on Belgorod, no body imagined the Ukranian defence would collapse to reconnasance forces, with extra 5 battalions now brought in . Which means Kharkiv is safe from attack. As there would be a need for 60 battalions to take Kharkiv, not 5.
