The answer is "yes" there are sometimes quotas, right? They'll deny it if you ever ask a police officer or department, they'll say no. No, we don't have quotas, but you can check yourself. Get onto your local clerk of court website, search for traffic tickets during a certain period of time and you'll see just kind of a general shift in these scenarios so they can deny it.
But the reality is this is a huge cash cow, This is where a large amount of money is made for police agencies and township communities, etc. So never underestimate the power of money and when they need to make more money for whatever budget they've got
