RA means TCAS stands for Traffic Alert and Collision Avoidance System which they refer to RA. If on some course or to close it will kick in giving each aircraft one to go up and one to go down and the system can't been override by ATC due a accident happened back then where ATC controller told both aircrafts wrongly as the system told them which leaded to a fatal midair crash and also costed the ATC controller his own life too due a fahter of his daughter on one of the aircraft got killed due ATC error he seeked revenge on him so yeah. That's why TCAS can't been override by ATC
