the solution has been answered. But it is so mundane and boring most people just won't accept it. The giant 80 ton outer casting stones, which have almost all eroded away now were limestone cement. It is why they were so perfect in shape. It is why they have eroded away while the inner stones still remain. The few that do remain have air bubbles, and all the heavy particles have settled on the bottom, hence they are cement.
