Could it be that the numerous dams are cutting off the water flow? If you go on google maps and follow the river upstream, you will see huge areas of captured water and if you zoom in, sure enough... another dam. It looks like a man made problem to me, what do you think?

Open thee flow of water connecting to the main ocean to the rivers , the sand storms are probably moving the shifting of the sand closing off the trail of rivers. In other words like I usually speak , the dam is clogged and you got to unclog the dam thing to flow the water to the areas you want water to due to the mother nature mini disaster of shifting of the weather!!!
