He was the stepson of her deceased favorite Robert Dudley "her eyes" he was young and handsome and may have displayed mannerisms similar to Dudley that the kid may have picked up on being raised by Dudley.
She indulged him with favors that went to his head.
His mother was also her cousin on her mothers side, Lettice Knollys, a granddaughter of Mary Carey Anne Bolyn sister.
And when Lettice married Elizabeth favorite Dudley in secret, she banished Lettice from court never to return. I can't help but feel their was some pettiness with Elizabeth showering her enemy cousins son at the very court she banished his mother from.
