Reading is the most important skill for all learners of all ages. Reading has four components. Fluency, comprehension, alphabetics / phonics, and vocabulary. Fluency is the speed and cadence of reading. Comprehension is being able to understand what you have read. Alphabetics / phonics is the ability to decode words to gain meaning. Vocabulary is understanding what each word means.
Once a person learns to read they will then be able to read to learn.
