Importance of a smooth reporting system



To ensure the “Just culture” is effective you must have an efficient reporting system that is:



✈Fast and reliable: so it always works and things can be investigated quickly
✈Allows problems to be resolved before anything else happens: prevents escalation
✈Gives employees peace-of-mind that things will get solved
✈Message get passed onto the correct people
✈Enables better communication between all stakeholders
✈Allows collaboration: Everyone works together for the greater good

What are the most common explanations for failing to report on safety matters?



✈Would prefer not to report "friends"
✈Information required for reporting is too complex.
✈Afraid of being punished

In the 2021 - 2022 ICAO TI, chapter 4 of Part 1 regarding Dangerous Goods Training was changed.

As of 1st January 2023, a competency based approach to dangerous goods training and assessment (CBTA) will be mandatory.



According to IATA DGR 63rd Edition H.1.2.2:

The three core competency factors are knowledge, skills and attitude



✈ Knowledge: is the theoretical information of a subject that enables personnel to understand the concepts and principles.



✈ Skills : are the abilities to perform an activity or action. They can be developed:
‒ through the process of acquiring knowledge, and
‒ continuous practice.



✈ Attitude: is the persistent internal mental state of the personnel that influences their choice of action, such as their level of commitment.

What is safety?

As per ICAO Doc 9859 Safety Management Manual


Safety is:
“The state in which risks associated with aviation activities, related to, or in direct support of the operation of aircraft, are reduced and controlled to an acceptable level.”



What does "acceptable level" mean according to you or your organisation?
