There is a common sense that the best CIWS are those with the highest rate of fire, but this is not necessarily true.
One of the most important factors for point defense is reaction time. A system like Phalanx, with an effective range of approximately 1,500 meters, would have about 6 seconds to react against an anti-ship missile flying at 250 meters per second. A cannon like the 35mm Millenium, with an effective range of up to 5,000 meters, would have around 20 seconds to react against the same threat.
Another very important factor is the type of ammunition. High rate of fire cannons like the Phalanx and Type 730 require direct hits to defeat their targets, while larger caliber cannons can use a series of programmable munitions like AHEAD, 3P, and ABM, which explode by proximity and allow cover a much larger area with fewer shots.
