When we tell a story, we have a choice off two tenses - past or present.
In very general terms, we use the present tense to tell a story that has as yet no ending - and stretches into the unknown of the future, and we use the past to tell a story that has ended and is over.
Most stories (whether fiction, biographical, journalistic etc) are written in the past tense. Most - but not all. Some authors write in the present tense for effect. And (in the UK, at least), the Police us the present tense when describing the events they are investigating.
