I recorded the videos from the witcher 3 with Fraps: www.fraps.com/
Then i use Debug Console Enabler v1.31: www.nexusmods.com/witcher3/mods/1555/
This allows me to press F1 (in game) and get a free camera so i can fly around and record interesting scenes.
Then you need to do some simple video editing to make it loop.
