The National Hurricane Center (NHC) has officially announced the formation of Tropical Storm Rafael, currently moving through the western Caribbean Sea. As of the latest advisory (10:00 AM EST), Rafael is located approximately 65 miles southwest of Montego Bay, Jamaica, and 200 miles southeast of Grand Cayman. The storm has maximum sustained winds of 60 mph and is moving northwest at 13 mph, with expectations to strengthen into a hurricane within the next 24 to 36 hours.

With Rafael's approach, several watches and warnings have been issued:

Hurricane Warnings are now in place for the Cayman Islands and the western provinces of Cuba (Pinar del Rio, Artemisa, La Habana, Mayabeque, Matanzas, and the Isle of Youth). This means hurricane conditions are expected within these areas within 36 hours, and all preparations to protect life and property should be finalized immediately.

Tropical Storm Rafael is expected to continue its northwestward journey, bringing severe weather to several Caribbean nations and possibly southern Florida. Today, the storm will pass near western Jamaica and approach the Cayman Islands tonight. By Wednesday, Rafael is forecasted to move over or near western Cuba, and it could reach hurricane strength by the time it makes landfall.

Residents of the Cayman Islands, western Cuba, and Jamaica should expect increasingly dangerous conditions throughout today and tomorrow. Meanwhile, the Lower and Middle Florida Keys might experience between 1 to 3 inches of rain by Wednesday.
