The City Council on Tuesday passed a resolution urging the Highway Patrol Group (HPG) and the Land Transportation Office (LTO) to check on the Carlos P. Garcia highway, especially areas near Panacan, the Kingdom of Jesus Christ (KOJC) and the Davao International Airport, that has practically become a parking area for police vehicles.
Councilor Temujin โTekโ Ocampo, the primary author of the resolution,
said the move was aimed at making sure that the parked vehicles on the side of the highway do not cause traffic and disrupt businesses.
Traffic in the area has also caused inconvenience to students and workers, Ocampo said.
Part of the Carlos P. Garcia highway, particularly the one near the Kingdom of Jesus Christ (KOJC) compound, was closed to traffic on the first days of the police operations serving the arrest warrant against Pastor Apollo Quiboloy and four others.
Some 2,000 police forces were deployed to the KOJC compound for the operation.
Councilor Luna Acosta said the side of the highway was being used as a massive parking area, causing traffic near the area.
โSo, we strongly urge the LTO and the Highway Patrol Group to do something about this. Let us not block our major highways and make it into a big parking area.โ Acosta said. CIO

An open letter to PGEN MARBIL and PBGEN TORRE from a personnel assigned in KOJC Davao.
We are police officers assigned in KOJC Davao and have concerns regarding the treatment of all police officers currently stationed in Davao. We, the police officers, have diligently followed your orders, which appear to be clearly politically motivated. We find ourselves in a situation where our actions, dictated by these orders, are neither aligned with our own will nor consistent with the law. As a result, we have become the subject of ridicule, with many questioning our competence and making light of our professional integrity.
You have augmented thousands of officers, leaving them to starve and suffer from thirst in extreme heat. You didnโt even provide enough comfort rooms to cater to all of us. It is heartbreaking to see our fellow police officers sleeping on the ground after being told to stand all day at their posts. You even allowed civilians to wear police uniforms and conduct drilling activities inside the KOJC compound, which is a clear violation of Article 179 of the Revised Penal Code.
It troubles us to see a fellow officer placed in such a difficult position, where obedience to orders is at odds with both legal standards and ethical considerations. The orders given to us appear to be clearly politically motivated, lacking proper basis, and have inadvertently disrespected the fundamental principles of our societyโspecifically, the respect for religion, individual rights, and personal privacy. It is obviously an excessive use of force to have thousands of police officers tasked to arrest an unarmed pastor.
As officers of the law, we are sworn to uphold not only the letter but also the spirit of the law. This includes ensuring that our actions, even when following orders, do not infringe on the rights and dignity of those we serve. We must also ensure that our integrity remains intact, as it is the cornerstone of the publicโs trust in us.
It is deeply unsettling that an officer should be placed in a position where their professional actions could be perceived as incompetent or foolish, not because of their own doing, but because they were following instructions that were misguided or unlawful. This situation has led to unnecessary embarrassment for the officers involved and has, unfortunately, cast a shadow over the respect and trust that the public should have in the police force.
We firmly believe that every directive issued to us should be rooted in both legality and respect for human dignity. It is essential that we, as officers, are not put in positions where we must choose between our duty to follow orders and our duty to uphold the law and ethical standards.
We respectfully ask that you look into this matter and consider the impact such orders can have on the morale and reputation of our officers. It is our hope that under your leadership, steps will be taken to ensure that all orders are clear, lawful, and respectful of the rights and dignities of all individuals.
