Who wrote Ansem's Report 1?

Secret Ansem's Report 2 says, "Though they bore my name, the only one I had written was number 0.
Apparently he had gone on to pen numbers 1 through 8 himself." Is number 0 Secret Ansem's Report 1 or Ansem's Report 1? If it's the former, then Xehanort wrote it. If it's the latter then Ansem wrote it.
