This creates unintended consequences. An unethically behaving consumer who knows they can keep their $ and the product for anything valued less than $30, will do so. I am sure companies factored this in. I wish to see a behavioral economics experiment to find out the percentage of consumers who would do this. If we go to my Public Goods chapter slide deck (from Public Finance course):

•Lab. experiments becoming more popular in economics

–incentive for college students to contribute to a pool of money.

–Dominant & self-interested strategy: not contribute.

–between 30% & 70% of participants contribute to the public good!

Thank you Texas Economic Development Council (TEDC)for great Economic development course. I can’t wait to go back home and share this wealth of knowledge. All local elected officials and all stakeholders involved with economic development (educators- including economics professors- edc boards, school boards etc) should attend this training!
