In Egypt, you can often come across a house without a roof. Because houses that are not fully constructed are not subject to property tax. And people have found a way to evade taxes by only constructing one or two complete floors for living and not building a roof.
Fortunately, the dry and low-rainfall climate in the area allows them to do this without much inconvenience.
