This is Cat the Hedgehog, he an exe and his design is inspired by the Birthday costume in Sonic Frontiers as well as Static by Flavor Foley
So this twink hedgehog is actually the god-awful first design of movie sonic
But because of the whole sonic generations thing that happened, he was like thrown out of retcon-ville and into the game verse (specifically white space)
And because gameverse mobians turn into movieverse mobians when they enter the movie verse (as evidenced by Shadow Generations) our favorite meowing hedgehog here turned into something that's actually tolerable to look at after being sent into the gameverse
After that whole fiasco and the emotional scarring that comes from being such an ugly fuck that you get kicked into the void with Mephiles, he decided to jump into a Sonic Frontiers rift because he needed to blow off some steam and Frontiers has the most open running space
But he got sorta trapped
The little cybercorruption prisons that got Sonic's friends in Sonic Frontiers? He ended up in one of those
But despite being a hedgehog named cat, he got that DOG in him
He didn't like being trapped again, so the fucker just absorbed the cybercorruption trapping him
He did this after the rift in time was closed tho, so he was still sorta stuck in cyberspace
But he got to use his cyber corruption to make himself more purtyful at least
Due to the strain it puts on his body he sometimes turns back into ugly sonic
He only renamed himself Cat because A: he doesn't feel like Sonic anymore because of the emotional scarring that comes with being hated by his literal universe

Also, his ugly sonic form is called Devil:Blue
