If the atonement of Christ effects all of reality meaning that humanity is but one aspect of the "cosmos" that needed redemption and thus, the atonement effects not only humans but all fallen things on earth in the heavens and "under the earth" then God's act of reconciliation permeates not only the material world but also the spiritual realm where the gods exist.

To a very real degree it's possible that there are infinite numbers of planets and universes that comprise the "cosmos" that are filled with rational creatures in need of reconciliation with their God. Perhaps God never stopped creating. I don't think he did. His goodness is so beautiful and magnificent that it's worth it to continue on creating rational creatures infinitely.

This may require that hell, the refiners fire or God's penetrating presence that seems painful and tortuous for a moment to fallen creatures intent on running away from God, remain for eternity. Not because there are individuals that will never leave hell but because hell will always be populated with at least some rational creatures in need of God's revelatory presence to purge that which is evil and disordered from within them.

So is "hell" eternal? It very well could be but only because God never stops creating rational creatures and thus, there will always be a need for hell as a means of salvation for all rational creatures.
