Another local Maui government economic strangulation courtesy of King Bissen….
The Maui County Council’s plan to commission a $300,000 independent study on the economic impacts of Mayor Richard Bissen’s proposed vacation rental phase-out has been abandoned due to a lack of suitable bidders.
Instead, Council legislative analysts will conduct the research internally, awaiting a study from the University of Hawaiʻi Economic Research Organization (UHERO).
The proposed legislation aims to prohibit approximately 7,000 units in apartment-zoned districts from operating as short-term rentals, significantly reducing Maui County’s visitor accommodations. Owners would have the option to rent these units as long-term housing for residents.
The Council faces a June 18 deadline to act on the bill. A previous study estimated that banning vacation rentals could cost Maui County between $53.3 million and $91.8 million annually in lost taxes; however, Mayor Bissen disputed this finding.
Council Chair Alice Lee expressed disappointment over the independent study’s cancellation but emphasized the need for comprehensive information before proceeding. The Housing and Land Use Committee, led by Council Member Tasha Kama, will schedule hearings once all pertinent data is available to ensure transparent discussions with the community and stakeholders.
The legislation has introduced uncertainty in Maui County’s condominium resale market, with notable declines in sales volume and median prices observed since its announcement. The bill aims to address the critical need for affordable workforce housing, though short-term rental owners argue that many of these units are unsuitable for long-term residential use due to factors like inadequate parking and high maintenance fees.
