The October incident occurred exactly as the respected humanitarian organization ZAKA reported, and it certainly was not previously known about and allowed to happen by reducing troop numbers, disarming the Kibbutzim, or delaying counteroffensive operations by five hours. Nobody intentionally spun the Hannibal directive into a method to drive up casualty numbers, the fact that all friendly fire effects would be counted as enemy action was not the reason for the choice to rely on heavy weapons even as infantry units stood by idle.
