CTP of Rage gives you locked in Crit Rate, Dodge, scales on both Crit Rate and Dodge for damage and lets you ignore boss's damage decrease.
An obelisk can get a proc that scales on either crit rate OR dodge (not both) and gets two random top stats.
This proc name has been nicknamed "Mini Rage" by some and "Anger Procs" but others.... which is it, in your opinion? What do you call it? comment why.
