Too many possible stat and perk combinations to limit the loot. Also locking exotics behind certain missions was the dumbest move ever. They should be able to drop from anywhere you can get gear and at any level. I mean getting a dozen exotics from a vault run wouldn't even come close to a guarantee you'd get the stats you want on even one of them.
