For Osaka, you want to visit an area called Horie or Tachinbana street. It's located in Namba. There's all kinds of select shops and thrift stores such as 2nd street there. There's some nice thrift stores in Ame Mura as well. Also Harajuku is still pretty nice if you take the time to check out the nooks and crannies.
