Yes, this is about visual similarity rather than cultural significance. But note that visual similarity does matter: for example, during the Muhammad cartoon protests, some protesters burned Swiss flags due to their similarity to the Danish ones, and in 2014 the Swiss president was greeted with a Danish flag during a visit to Ukraine. AFAIK no-one has ever accidentally mistaken the Danish flag
