Hi, I find Eldar fun to play because I like a game with many moving parts where you have to carefully consider every move. Eldar are strong in every phase, but not OP in anyone so you often need to plan multiple phases activities in advace to ensure that your target gets wiped without exposing you to retaliation (we fall like leaves in Autumn whenever we are attacked).

Yes, you can play them as any Craftworlds faction, but not as, say, harlequins. You can paint them as you like, it can be a minor craftworld. Wraith units are the Eldar durable and slow units, while the rest of the army tends to have fast and fragile units. They are a bit like terminators, dreadnoughts and knights.

Not so much the eldar. You should be able to out shoot most Elder troops with basic intercessors. If you are standing still and using bolter discipline that is 10 Str 4 AP 1 range 30 shots, which is pretty much 4-5 dead Eldar.
