If you spec into mana it's definitely viable although it's a long process to get the spells you want then even longer to get your secondary's. You mentioned that the Consuming inferno spell does less damage than a QS as a mage you are kinda relying on your spells to condition and stacking the right secondary's will usually out damage

You will get access to Covenant abilities during 50+ levelling and they can actually help. Kyrian's Phial of Cerenity and Necrolords' Fleshcraft provide you with additional survivability. Venthyr Door of Shadows allows you to get lots of distance, though use it a bit preemptively as it has cast time.

At around level 50, you should aim to have about 20 Vigor, 20 Mind, 14 Endurance, 18 Dexterity, 33 Intelligence. You probably don't need that much Dexterity, so if you have like 14, 15, 13, 12 that is fine. You're not really trying to increase your cast speed much with this build, at least at this point of the game. You want more damage.

At level 50, you want to burn through mp with fire I, and use Blizzard 3/ Fire 3 to switch between your phases. As for what to do in Ice, once you switch, cast Thunder, if you're not at max mp, hit another Blizzard 3 before switching back to Fire. If you get Firestarter, use it Fire extra dps, same with Thundercloud.

Of course you can also farm the dungeons unsynced for whm gear if you have a higher level class. That's really it lol.
