Different directors with different approaches. Francis Lawrence focused all the POV outside of the games to Plutarch and/or Snow. I think this worked well because as a viewer you feel trapped in the arena with the victors and the only time you get to go "outside" is when we see Snow either talking about Katniss or viewing the games which emphasises how much of a threat Katniss has become
