Yes there is a difference. 59.94 has 0.06 frames less every second than 60fps. If you put 59.94 in a 60 sequence it will probably not be a big deal but it's best practice to make your sequence match your primary footage format. There are many situations that a mismatch can cause problems. 4.

I have been using a simple sync test/aspect ratio test for all of my live stream jobs recently. This works pretty well - at least it does for me. The front buffer is read-only, and it's what the graphics card will output over the VGA/DVI/HDMI/DP link. It will do this repeatedly until the buffers are "flipped" by the application. I tried at least six different times starting a new PP project each time. I tried using the MultiCamera function. I tried syncing only two files at a time using "Synchronize" in the timeline. A 30 minute video at 60fps generates 108.000 frames, whereas 59.940 fps generates 107.892 frames. That's 108 frames or almost 2 seconds less. That's going to cause sync issues or choppy video if your source material is recorded at 60fps. That's comparing apples with oranges.
