It can be done right but the main issue is when people feel like they are missing something. Unresolved questions are the problem not the time jump. Take The Walking Dead as an example of a bad one.

I personally think time skips are kind of lame, and are mostly used for developing skills. The act if skipping mostly only changes the character's looks but any charter changes, world changes, or even a change in perspective will have to be explained anyway. It's a shortcut more than a meaningful narrative device.
