In the Road to the Horse colt starting contest, it's not unusual for one of the horses to be unwilling to accept handling within the limited time. Typically then the contestant will rope the colt in the round pen and start teaching yield to pressure.

If he gets used to you bringing the food and water he might be more inclined to let you halter him. But it won't just happen over night.
