Remember to add in a new game mechanic takes an enormous amount of time, effort and energy, not to mention play testing to work out the bugs, so raxxla has to be using known game mechanics to function nothing new but used in a new way.

It is possibly a rogue body in a system. Raxxla does not appear to be inside the bubble due to the amount of scanning that has been done inside the bubble. It had to be reachable to the old hyperdrive systems. It was "lost" by certain organizations. Could be located with a stock Cobra MK III. (Not confirmed)

I think this refers to the fact that the path to Raxxla is hard, beset by dangers, takes a long time, and requires a journey to reach. Raxxla is being compared here to all that Odysseus had to endure to reach Ithaca. He was essentially a vagabond, wandering (or imprisoned) for a decade, and had to be smart and strong enough to survive everything.
