It's important to understand the history. They didn't "skip" to RE2. RE2 was only remade in the first place because fans kept demanding a follow up to the 2002 RE1 Remake. Its because its a remaster of a remake, but people who see name "Resident Evil / biohazard HD REMASTER" (this is how its called on Steam for example) will automatically think its just a remaster. I dont like Capcom naming patterns, they are confusing. For example I dont like the fact that remakes dont have "remake" in the title of product.

RE1 is a much smaller setting and story, with slow pacing and controls, and a much greater emphasis on puzzles and atmosphere. Each character gets like five guns max in a regular playthrough. It is survival horror versus survival action horror. It's absolutely wonderful, but very different from the new remake style.

I'd love to play through the Spencer mansion again in first person or over the shoulder like REmake 2 (no real reason they couldn't do both like Evil Within 2). RE1 remake is fantastic, having played it for the first time recently. Definitely the best of all classic ones. But RE2 remake has set a standard in the industry to what a remake should look like. They managed to keep the feel and experience of the original RE2 despite completely overhauling the engine and mechanics.

You can upscale and redo models when you remaster but if it's still built on top of the existing game it's still not going to be a remake. When it comes to remasters and remakes Capcom knows their shit better than anyone, and I doubt they'd call a remake a remaster when a remake is a much bigger flex than a remaster.
