Because opening %appdata% puts you in AppData/Roaming, not just AppData/. Local and LocalLow are stored inside AppData/, so you just need to back out one folder. I wanted to start modding bonelab but when I opened %appdata% I would not see LocalLow or Stress Level 0 in the files and I do have the game installed with my save data on it.

There is a door in 04 that takes a keycard, but they didn't put anything behind the door so it doesn't open. You should be on a page that says 'Local' , 'LocalLow' and 'Roaming'. Click 'LocalLow' to go into that directory. Then find Stress Level Zero folder in this directory and then choose BONELAB. The file explorer directory search bar thing should look something like: C:\Users\YTPre\AppData\LocalLow\Stress Level Zero
