You mean games from scratch, as in "don't build engines, build games". The idea being that because the game is made from scratch it doesn't need an "engine" part. Every piece of code that goes into the game is for the game. So yes for simple 2D games like Block breaker starting from scratch is faster than learning Unity 2D.
