A ship actives its targeting radar when it locks a selected target AND have an active weapon. Most ships have an warning indicator to alert when a targeting radar is painting them. IFF: this device sends a radio message with basic data about the ship when it detects a navigation radar pulse. Its use is mandatory in UEE controlled space.

When Mark talks about Radar, he seems to be talking about passive Radar. (receive only) Most folk think of radar as having a transmitter and a receiver, IE the receiver can only understand signals that result from transmissions that it made,(and reflected back to it). That was true of the first Radars . But very quickly "receive only" Radar became important.
